In this context, it's pulling a manifest freight train that's just come down the Allegheny Mountains via the Horseshoe Curve and is now on its way to the Eastbound Receiving Yard just beyond the 4th Street Footbridge. Note the November snow flurries, as well as the head-end brakeman who is poised between the third and fourth cars of the train. In the background is the part of the power plant for the PRR's 12th Street Car Shops. #3 of 6.

Here is the first of four original photos by Douglas C. Jones that were taken from the 17th Street Bridge in the Juniata section of Altoona, Pennsylvania, c. 1953. Prominent here is Pennsylvania Railroad engine #6432, a J-1A (2-10-4) "Texas" built in Juniata during September of 1943 and retired in April of 1958. In this context, it's exiting the East Altoona Roundhouse but will soon stop short of the Bridge. Note the shadow silhouette on the ground to the left of it. At the right is PRR engine #6722, an M-1A (4-8-2) "Mountain" built by the Baldwin Locomotive Works during May of 1930 and retired in August of 1955.

Description:
This is a much later (circa 1960's or so) reprint of an Altoona built Pennsylvania 2-10-4 taken around the mid-1950's.With Alan Fricker's help, it probably was in the Altoona scrap line around 1956 or so. Unfortunately no information was supplied with this photo and the number of the loco is unreadable. Glen James eagle eye was able to read the numberboard as #6440. Thanks to all!
