PWV H20-44 #54 & 55 - Pittsburgh & West Virginia  Contributor's Pick!       
This appears to be a builder's photo of the first two Pittsburgh & West Virginia Fairbanks-Morse units. According to DieselShop.com, these were built in January of 1951. Eventually the units were acquired by N&W as their #54 & 55.
