From my signal maintainer buddy: " That's an electric Switch Lock. Unless the Signal Circuitry allows it, ( Signal Circuitry must detect no Trains in Block and allow at least 5 Minutes safety time), then the Trainman cannot throw switch points. Keeps Mainliners from running into open switch after accepting a "Clear Indication"."
