Note the net weight was 34100. Near the bottom where charges are detailed it says "34100 as 80000" meaning the minimum weight for this move was 80000 meaning they were charged for at least 80000 pounds regardless of how much was in the car.

Tariffs can be difficult things to understand. Reminds me of the auto repair industry flat rate book. Sometime its a license to print money.

Its hard to read due to being smudged but does that weight stamp say it was weighed in Dothan AL? Notice that once it was weighed the notation "Weight this car" was lined through.
