In January 1951, PRR placed an order for 64 cars, which included 32 60 seat coach-14 seat smokers for the CONGRESSIONAL, built in Lot #9621-110 and delivered between October and December of that year as PRR Class P85H, #1568-#1599. 2 cars (#1568 and #1581) were scrapped in 1968, and the remaining 30 were sold by PC to Amtrak in 1976. These cars were intended to be renumbered as #7400-#7429, but these numbers were not applied and the cars retained their PRR numbers until being converted to HEP in 1981 or otherwise retired (27 were converted). Under Amtrak ownership, these 30 cars were regularly assigned to the CLOCKERS. The car on the left was built as PRR #1587, to PC #1587, to Amtrak #7417 (not applied), converted to HEP #7607 in September 1981. In 1996, Amtrak modified 7 of the 27 cars for use on the ADIRONDACK, including #7607, which was named FORT EDWARD at that time. #7607 was retired in April 2001, and was 1 of 8 cars sold to the Panama Canal RY, but was not rebuilt and is

stored at Pete Messina's shop. The car on the right was built as PRR #1593, to PC #1593, to Amtrak #7423 (not applied), converted to HEP #7612 in November 1981. #7612 was 1 of 8 cars sold to the Panama Canal RY, but was not rebuilt and is stored at Pete Messina's shop.
