I'm guessing they are stored and cannot be used because they were used in the clean-up of a lot of radioactive watse and other toxics at the Fenrald nuclear facility in Ohio several years ago.

Interesting to see Cap'n Jack's life in the pen. Glad they ended up in Tooele were they are being used.
