From what the unofficial EMD website tells me, this locomotive (FEPASA 2357) was rebuilt into an SD39-2M for use in Chile, so I would assume this is just a rebuild. For more information, see: http://www.trainweb.org/emdloco/35000.htm (then look for serial number 35060)
