It's missing the first digit, painted / welded over. I'm curious what this is now.

My guess would be that it's ex-IC/ICG 1402, an "SW14" rebuilt from IC NW2 1015 which was nee-IC NW2 9165 (EMD serial 3287, built 11/45, frame E667-9).
