"The PRR now offers service in all five types of piggyback: Plan I, in which trailers belonging to truckers are carried; Plan II, using the PRR's trailers; Plan III, using trailers owned or controlled by the shipper; Plan IV, using trailers and flatcars owned or controlled by the shipper; and Plan V, joint rates by the Railroad and trucking companies."
